Guide for audit and risk committees on financial reporting and management
The scale and nature of the current COVID-19 outbreak and government’s response is unprecedented in recent history. The outbreak has impacted on all public sector bodies, either through delivering the government’s response, or in dealing with challenges for individual organisations. Audit and risk committees are integral to the scrutiny and challenge process. They advise boards and accounting officers on matters of financial accountability, assurance and governance, and can support organisations, providing expert challenge, helping organisations focus on what is important, and how best to manage risk. The National Audit Office has provided a guide that helpfully includes under Annex One - key questions to ask. This guide aims to help audit and risk committee members discharge their responsibilities in several different areas, and to examine the impacts on their organisations of the COVID-19 outbreak, including on:
• annual reports;
• financial reporting;
• the control environment; and
• regularity of expenditure.

Further to existing advice for colleges, the government's announcements on Monday and further DfE advice on colleges re-opening from 1st June, we have produced some initial guidance specifically for governing boards to clarify their role in re-opening colleges and give guidance on Covid-19 related governance considerations.
